Dog Sub-Committee Findings & Green Dog Proposal Summary

Green Dog Program Summary

  • Dogs allowed on leash in parks throughout the year
  • Dogs allowed off leash in designated parks from dawn to 10:00am
    (proposal includes approximately half of Beverly’s 33 parks)
  • Off leash hours suspended during permitted events (i.e. Children’s Camps and Sporting Events)
  • Neighborhood volunteers will act as stewards for each designated off leash area.

The virtues of the Green Dog program

  • No cost to the city except signage
  • No loss of public space
  • Increase use of parks during non peak hours
  • Dog owners no longer segregated from the community
  • Dog walkers promote neighborhood watches and discourage delinquent/criminal behavior in parks.
  • The proposed program simplifies current dog ordinances to increase compliance and make enforcement practical.

Dog Committee Findings

The Dog Subcommittee was appointed by the Parks & Recreation Commission to find off leash areas for dogs and their owners.  The subcommittee found that a single use dog park would not meet the needs of either the dog owners or their neighbors. The Subcommittee bases their recommendations on the following findings:

  • Dog owners wish to exercise their dogs and socialize in their own neighborhoods.
  • Dog owners do not want to be forced into a remote, potentially unsafe location to exercise their dogs.
  • Neighborhoods do not want a single use dog park in their vicinity.
  • Citizens do not want tax dollars spent on dogs
  • Citizens do not want public land used for a single use dog park.
  • Dog owning citizens with limited mobility want secure and safe locations with walkways close to their homes.
  • A single use, single location dog park would be used less frequently than the Green Dog solution because of the time and effort needed to go to a park.

Important Meeting Notice - Feb 16

This Thursday, February 16, there’s an important Park and Rec Commission meeting at the GAR Hall on Dane Street (across from the Hess gas station), at 7:00 pm.  The entire meeting will be for the commission to decide which parks will have off-leash, on leash, and no dogs for parks in Wards two through six.  They have already decided, for Ward one, that Obear Park will not have any off-leash times.
 
Please note that BARC will NOT support any attempts to create "No dogs allowed" parks in Beverly. The purpose of the Green Dog Program is to offer more access to our city parks without losing any current privileges.
 
Please come to the meeting to have your voice heard for your neighborhood park.
